Yes, it’s very common, that’s how we greet. We’d kiss on the cheek anyone you’d be informal with.

I think this may be one of the things that throws off foreigners the most when they go to latin countries. And those weird moments when they kiss you on the cheek with their mouth… ( °٢° )
